What is London's ULEZ?

Ultra Low Emission Zone — coverage, charge, and timeline.

London's Ultra Low Emission Zone (ULEZ) was introduced by Transport for London (TfL) in 2019 to reduce air pollution by charging drivers of higher-polluting vehicles a daily fee.

The zone now covers all of Greater London up to the M25. Drivers of non-compliant vehicles are charged £12.50 per day, 24 hours a day, 7 days a week, with automatic enforcement for non-payment.

Which vehicles are ULEZ compliant?

Euro standards by fuel and vehicle type.

Compliance depends on fuel type and Euro emissions standard:

Petrol cars

  • Must meet Euro 4 standard or better
  • Generally registered after January 2006

Diesel cars

  • Must meet Euro 6 standard
  • Generally registered after September 2015

Electric & hybrid

  • Pure electric (and hydrogen) vehicles always compliant
  • Hybrids / PHEV must meet petrol or diesel Euro standard for the combustion engine

Vans & motorbikes

  • Diesel vans: Euro 6 · Petrol vans: Euro 4
  • Motorbikes must be Euro 3 compliant

ULEZ scrappage schemes

TfL grants for non-compliant vehicles.

If your vehicle isn't compliant, TfL has periodically offered scrappage schemes for London residents to help switch to cleaner vehicles. Grant amounts and eligibility change — schemes open and close over time.

ULEZ exemptions

Who may not pay the daily charge.

Some vehicles may be exempt from ULEZ charges regardless of emissions status (per TfL categories as commonly listed):

  • Historic vehicles — manufactured before 1 January 1973 or with historic tax class
  • Military vehicles — vehicles operated by the Ministry of Defence
  • Agricultural / certain machinery — tractors, mowers, farm machinery, and construction equipment
  • Disabled tax class — vehicles registered under the disabled tax class

Some wheelchair-accessible vehicles may also qualify, and grace periods may apply. Always verify current exemptions on tfl.gov.uk — this list is not exhaustive and is not a legal determination.

How do I check if my vehicle is ULEZ compliant?

What is London's ULEZ?

London's Ultra Low Emission Zone (ULEZ) is a charging scheme to cut air pollution. It covers all of Greater London up to the M25 boundary (expanded in August 2023). Drivers of non-compliant vehicles pay £12.50 per day, 24 hours a day, 7 days a week.

What Euro standard do I need?

Petrol cars and vans need Euro 4 or better (generally registered from 2006). Diesel cars and vans need Euro 6 (generally from September 2015). Motorcycles need Euro 3. Pure electric and hydrogen vehicles are always compliant. Plug-in hybrids must meet the same Euro standard as their petrol or diesel engine.

How much is the daily charge?

The daily ULEZ charge is £12.50 for cars, motorcycles, and vans. Lorries, buses, and coaches are charged under the separate Low Emission Zone (LEZ). The charge applies each day you drive in the zone and can be paid up to 90 days in advance or by midnight the day after travel via tfl.gov.uk.

What if I don't pay?

If you don't pay by midnight the day after travelling, you can receive a Penalty Charge Notice (PCN) of £180, reduced to £90 if paid within 14 days. ULEZ is enforced by automatic number plate recognition (ANPR) cameras across the zone.

Are there exemptions?

Yes. Historic vehicles may be exempt — typically those manufactured before 1 January 1973, or vehicles in the historic tax class (often around 40 years old). Other categories can include military vehicles, certain agricultural machinery, and vehicles in the disabled tax class. Rules and grace periods change — check current exemptions on tfl.gov.uk.
